Платежи, не подлежащие возврату, от иностранных правительств, международных учреждений и других иностранных доноров. Могут быть получены в иностранной или национальной валюте с депозитов иностранных государственных органов или международных учреждений. Такие депозиты создаются главным образом в результате продажи в данной стране товаров, полученных в соответствии с программами иностранной помощи, а также выплат в национальной валюте процентов и постепенного погашения предыдущих займов от иностранных правительственных и международных учреждений на цели развития национальной экономики.
